The board is made up of a cross section of our membership.

Murray Rosenthal, PhD

President

Murray is an advocate for installing solar on the roofs of non-profit organizations. He helped guide eight solar installations using the Investor Model, acting as the chair of Solar Faithful of Ann Arbor, the precursor organization to Solar Faithful, a new non-profit. He also chairs the Ann Arbor 2030 District House of Worship (HoW) and Non-Profit Green Team. He is currently the Board President of Solar Faithful and the Immediate Past President of the combined Episcopalian and Reform Jewish HoWs known as Genesis of Ann Arbor. Murray is Past President of NSF Toastmasters, an Area Director for Toastmasters and has earned the Advanced Toastmaster Gold award. He also co-facilitates a NAMI (National Alliance for Mental Illness) support group. He is best known professionally for helping to invent the first commercial Hemoglobin A1c test, which is used to monitor and diagnose diabetes. Murray is retired but still consults in the medical device and regulatory arenas.

Jan Culbertson, FAIA, LEED AP

Secretary

Growing up in Ann Arbor, Jan graduated from Huron High and received her undergraduate and M.Arch degree from the University of Michigan. She has practiced architecture for 40 years. As a Senior Principal at A3C – Collaborative Architecture, she focused on sustainability not only in her practice, but organized Architecture + 2030 continuing education sessions for architects in SE Michigan and continues to promote education and advocacy for carbon neutral future.
Jan has been part of the Ann Arbor 2030 District since it launched in 2018. The district has expanded to serve Washtenaw County and evolved to the Arbor/Washtenaw 2030 District. Through close collaboration with the City of Ann Arbor’s Office of Sustainability and Innovation and Washtenaw
County’s Resiliency Officer, the District supports decarbonization of municipal, multifamily, and commercial buildings.
Jan is also active in Scio Township serving as Chair of the Planning Commission and leads the Environmental Sustainability Task Force. Jan advocates at the state level for the architectural profession and the environment as the Co-Chair of AIA Michigan’s Government Advocacy Committee. She spends her free time on the Huron River as a member of the Barton Boat Club, and especially enjoys hiking and paddling.

Tamika L Young Banks

Director

Principal Supervisor – Energy Partnership, DTE
Tamika L Young Banks works as a Principal Supervisor for the Energy Waste Reduction team at DTE Energy. She oversees a team of energy managers that work with commercial and industrial building owners and customers in the DTE Energy service area to achieve their energy efficiency goals. Tamika holds a B.S. in Chemical Engineering from the University of Michigan and a M.S. in Engineering Management from Eastern Michigan University. Tamika is also a Certified Energy Manager.

Jason Fee, CFM

Washtenaw County Facilities Management
Jason is the Facilities Management Director at Washtenaw County. He has been with the Facilities department for over 21 years serving in a variety of roles on both the construction and operational side of the Facilities department. He was involved in the County’s first LEED projects and launched the first internally focused energy and sustainability program back in 2012.
Jason has a bachelor’s degree in construction management from Northern Michigan University, he also achieved the Certified Facilities Manager (CFM) designation from the International Facilities Management Association. His professional goals include providing the most sustainable, effectively build and operated facilities for the various county departments, key partners, and county citizens. He is also looking forward to the challenge of electrification of the county’s buildings and fleet. Jason is a transplant to the Great State of Michigan and in his free time enjoys spending as much time as possible with his family on a number of outdoor activities.

Larry Deck

Director

Larry has been a leader in creating trails and greenways in Michigan. He led the creation of and chaired the organization that has evolved into the Michigan Trails and Greenways Alliance. He initiated and was the Project Director for the Southeast Michigan Greenways project, which developed a constituency and vision for an interconnected greenway system in southeast Michigan. Larry is on the boards of the Huron Waterloo
Pathways Initiative and Walk Bike Washtenaw as well as the Washtenaw 2030 District.
He is a member of the Southeast Michigan Council of Governments (SEMCOG) Transportation Coordinating Council and meets with the informal Ann Arbor Climate Partnership. Larry has bicycled extensively for transportation and recreation.

Oscar Notz

Director

Oscar is the Special Projects Division Manager for Turner's Michigan Business Unit.
He leads the operational and sales efforts for client projects requiring more aggressive schedule logic and economies of scale that maximize performance and accelerate completion. Team partnering, transparency, expert advice, and open communication typify Oscar’s approach. Oscar joined Turner in 2002 and has completed new and renovated facilities for the Detroit Lions, DTE, General Motors, Henry Ford Health, Oakland University, Olympia, and others. Oscar has a Bachelor of Science in Civil Engineering from the University of Michigan.

Kevin McNeely

Director

Kevin McNeely, principal of the McNeely Building Group, is an independent, certified energy rater and energy modeler serving the Great Lakes Region. He’s passionate about making buildings more energy efficient and making people more comfortable in their homes and spaces.

Offering performance consulting for several certifications, including RESNET, HERS, ENERGY STAR, DOE Zero Energy Ready Home, Enterprise Green Communities, LEED for Homes, (Leadership in Energy and Environmental Design) and Passive House, McNeely is also involved in local and regional policy and implementation groups.
In addition to serving on the Ann Arbor / Washtenaw 2030 District board he serves on the Detroit Region Market Leadership Advisory Board of the U.S. Green Building Council.
Kevin coordinates the Multifamily Best Practice Group meetings.

Jeff Pfeifer

Director

Jeff serves as the Manager of Public Affairs and Community Engagement at the Ann Arbor Area Transportation Authority (TheRide), a role he has held since January 2024. Before joining TheRide, Pfeifer spent nearly a
decade in Lansing, specializing in state legislative affairs. He was previously the Director of Public Affairs at Harbor Strategic Public Affairs, where he led public affairs and legislative initiatives across local, state, and federal levels. His experience also includes serving as a legislative staffer in the Michigan House of Representatives. Pfeifer holds a bachelor's degree in history and a Master of Public Affairs (MPA) from the Gerald R. Ford School of Public Policy. He resides in Ann Arbor with his wife, Marie, and their Boykin Spaniel puppy, Brady.

Lissa Spitz

Program Manager

Hi! I’m Lissa Spitz, Program Manager for the two newest Best Practice Groups at the district: Municipalities, and Bars/ Restaurants. My previous life included 35+ years in architecture with a focus on sustainability. I’m also an artist who would usually rather be outside, walking in the woods or biking.
I’m finding my work with the 2030 District to be both exciting and challenging. The biggest challenge is trying to reach people who are likely to be interested in our resources but are so time crunched that it’s difficult for them to participate. I’m energized by working with the district because it’s tangible local action that needs to be taken. My stretch goal is to get every Township, City, and Village in the county to join the district so they can benefit from our great programs.
I love this quote from one of my heroes, Ayana Elizabeth Johnson: “What this moment in history requires is a relentless focus on solutions.” I try to spend most of my time imagining the thriving, healthy, balanced earth we want to help bring about, and spreading that word.

Karen Thurman, MCD

Data / Communications Manager

Karen Thurman has been the Data and Communications Manager for the Ann Arbor/Washtenaw 2030 District since October 2022. In this role, she produces the District's monthly newsletter, manages the website, email lists, and social media platforms, helping to keep stakeholders informed and engaged in the District’s sustainability efforts.
Karen holds a Master’s degree in Community Development from the University of Detroit Mercy. Her career in community engagement includes notable work as a W.K. Kellogg Intern with EcoWorks Detroit, where she helped to establish, implement, and expand the Eco-D program—a neighborhood sustainability model focused on equity, resilience, and climate protection.
With a diverse background spanning nonprofits, small businesses, and education, Karen brings a broad skill set and a knack for problem-solving to her work. Her experience includes over 20 years as a banquet server, including seven years at the prestigious Detroit Athletic Club, as well as teaching and coaching students from elementary school to medical residents.
Outside of work, Karen enjoys traveling, spending time with family, and exploring new interests, always seeking to learn and grow in both her personal and professional life.

Laurel Petrides

Intern

Laurel joined the Ann Arbor 2030 District as an intern in the Summer of 2024, starting with little knowledge of benchmarking, but quickly developing her data management skills. Currently an Environment major at the University of Michigan (U-M), she is also beginning her Master’s Degree at U-M in Ecosystem Science & Management. With some background in design, Laurel occasionally gives graphic support to the team. Her favorite part of working in the 2030 District is the people and values the opportunity to make a positive impact on the Ann Arbor community.
