MANAGEMENT TEAM

Cora Hallsworth – Director

Cora is the director for the Greater Victoria 2030 District. She brings a wealth of experience managing successful sustainability initiatives, with local, regional and provincial government, and with the business sector. She has extensive project management experience and has led energy, climate and sustainability initiatives for the past 20 years.

Trevor Barry – Manager & Technical Lead

Trevor is the technical lead for the GV 2030 District. He is responsible for benchmarking and liaising with building managers with ensure data collection. Trevor brings nearly two decades of public service experience, chiefly at the BC Climate Action Secretariat working on policies such as the Community Energy & Emissions Inventory (CEEI), Carbon Neutral Government, and as a senior economic advisor on CleanBC climate investments.

Samantha Agtarap, P.Eng. – Manager & Climate Action Analyst

Samantha supports the District as climate action analyst and assistant manager. She brings a wide range of experience, primarily focusing on energy, the built environment and climate action.

Ryan Mackie – Manager & Energy Analyst

Ryan has nearly 20 years of experience developing technology and working with organizations on sustainable solutions. Ryan has an extensive background in renewable technologies, mathematical modelling, research and analysis.

ADVISORY TEAM

Damian Stathonikos – President of BOMA BC

As President of BOMA BC, Damian has deep expertise in commercial real estate operations and advocacy for sustainable building practices. He represents BOMA BC – the administrative host of the 2030 District – and provides strategic leadership and sector oversight for the Greater Victoria 2030 District.

Derek deCandole – Senior Sustainability Planner, District of Saanich

Derek is the Senior Sustainability Planner with the District of Saanich where he focusses on building modernization including reducing greenhouse gas emissions, increasing resilience and energy efficiency. He represents the municipality on the 2030 District Advisory Team.

Jennifer Lukianchuk – Senior Climate Action & Natural Environment Coordinator, District of Central Saanich

Jennifer leads municipal climate, environment, and sustainability initiatives at the District of Central Saanich. She brings strong alignment to the 2030 District’s goals through local policy and planning and represents the municipality on the Advisory Team.

John Ho – Community Energy Specialist, City of Victoria

John works within the City of Victoria’s sustainability and climate action portfolio. His primary focus is on policy and program development to tackle Victoria’s largest source of greenhouse gas emissions – existing buildings. He represents the municipality on the 2030 District Advisory Team.

Kevin CantProgram Manager, Decarb Accelerator, BOMA BC

Kevin is the Program Manager for the Decarb Accelerator at BOMA BC, contributing technical guidance and program development to District initiatives. He works at the interface of energy consulting and built-environment innovation.

Mary Storzer – Manager of Planning, District of North Saanich

Mary serves North Saanich in a planning and sustainability role, contributing local insight on land use, infrastructure, and ecosystem stewardship. She represents the municipality on the 2030 District Advisory Team.

Michelle BonnerManager, Community Investment (Climate), Vancity

Michelle leads grant-making and work with community partners in service of the credit union’s climate commitments, in particular to achieve net zero greenhouse gas emissions across the whole loan portfolio and to finance an equitable climate transition. She represents Vancity – the title sponsor of the 2030 District – on the Advisory Team, helping connect the work with Vancity’s innovative funding and impact initiatives.

Tom BerkhoutPrincipal, Birch Consulting

Tom is Principal at Birch Consulting, and brings over 15 years of experience in policy, utilities, and consulting. His work has focused on aligning government, utilities, and industry around actionable strategies for decarbonizing the building sector. He brings extensive knowledge of utility and government opportunities to help advance the objectives of the 2030 District.

2030 Districts Network
