Introducing our new accessible Tiered Membership Model

The Greater Victoria 2030 District is introducing new membership tiers designed to offer greater flexibility for property managers and owners of all types. These tiers aim to encourage broader participation in the District, incentivize deeper climate action, and recognize leadership among members. This tiered approach supports the District’s strategy to expand engagement while fostering more ambitious climate commitments across participating organizations.

The new structure consists of three levels: Participant, Leader, Champion.

Companies and organizations with buildings within the GV 2030 District boundary may join as a member of the District at one of three tier levels (and advance thereafter):

Participant members have joined the District to learn about opportunities to reduce energy use and greenhouse gas emissions, understand performance benchmarking and begin planning improvements. They may advance after pledging qualifying building(s).

Commitment Level:

  • Identifying opportunities for operational and retrofit improvements.
  • Engaging in learning and peer exchange to build internal capacity.

Participants play a critical role in the 2030 District, helping expand reach across diverse building types—including B & C classes and property managers with smaller portfolios. Their participation builds collective momentum, fosters learning, and demonstrates that meaningful climate action is achievable for every building, starting from where they are today.

Leader members have committed buildings to participate in building performance benchmarking and are taking concrete actions to reduce emissions, improve energy efficiency, and enhance resilience.

Commitment Level:

  • Has shared building performance data with the 2030 District and is accessing benchmarking support for committed buildings.
  • GV 2030 District portfolio is implementing operational and/or capital retrofit measures aligned with 2030 District targets (from a 2007 benchmark):
    • 50% EUI by 2030
    • 50% GHGI by 2030
    • Net Zero 2040 & Resilient
  • Sharing results and lessons with peers to accelerate sector learning.

Leaders embody the 2030 District’s mission to accelerate measurable emissions reductions in the existing building stock. Their actions demonstrate business value, regulatory readiness, and leadership in climate action.

Champion members are recognized for deep, sustained actions to achieve net-zero operational emissions and long-term climate resilience across their portfolios.

Commitment Level:

  • Achieved or exceeded Greater Victoria 2030 District targets (e.g. 80% GHG reduction by 2030 from a 2007 benchmark) in at least one GV 2030 District building.
  • Pursuing deep retrofits or fuel-switching aligned with the District’s 2040 net-zero and resilience goals.
  • Resilience, equity, and affordability considerations are integrated into retrofit planning.
  • Mentoring other members and contribute to innovation, advocacy, or pilot projects.

Champions exemplify the District’s vision for a resilient and net-zero built environment. Their leadership helps model pathways for others.
