Reporting-to-Action pilot (“R2A”), funded by BC Hydro
Buildings covered by the new benchmarking and reporting bylaw in Victoria or Saanich are eligible to participate in a limited BC Hydro-funded implementation pilot delivered through the Greater Victoria 2030 District. The pilot will help commercial property owners and managers turn benchmarking data into practical action — reducing energy use, carbon pollution, and operating costs. There is no cost to participate and participation is limited to 5–8 buildings.

Context:
On June 1, 2026, all buildings over 30,000 square feet in Victoria and Saanich – as covered buildings under Energy & Carbon Emissions Reporting Requirements bylaws – must report their 2025 utility consumption data to the CRD Building Benchmarking Program.
Reporting is required, now wouldn’t it be nice to make the most of this data?
The Greater Victoria 2030 District is recruiting a small number of covered buildings for a BC Hydro pilot that provides low-lift, practical support for owners with limited time or internal capacity.
This is an opportunity to:
- reduce climate and cost risks
- improve your building performance
- access tailored technical support
- help shape how post-reporting support works locally
Participants will also help demonstrate what good, practical implementation looks like for other building owners navigating reporting for the first time.
This is not about committing to major retrofits. It’s about:
✔ understanding your data,
✔ identifying realistic, money saving actions, and
✔ having a clear path forward after reporting.
